

Several major IT companies, including Indian technology giants Tata Consultancy Services (TCS), Infosys, Wipro and HCL, are facing a temporary suspension from the US Permanent Labour Certification (PERM) programme. The US government’s action reportedly targets eight IT companies over concerns that green card sponsorship for foreign workers could affect job opportunities for American employees. The list also includes Capgemini, Cognizant, Microsoft and Adobe. However, application figures suggest that several companies had already reduced their PERM filings significantly, potentially limiting the immediate operational impact of the suspensions.
According to the reported data, TCS filed just two applications in US fiscal year 2026, compared with 513 in 2025 and 1,804 in 2024. HCL filed 59 applications in 2026, down from 323 in 2025, while Capgemini’s filings fell to 98 in 2026 from 361 in 2025 and 300 in 2024. Wipro filed 523 applications in 2025 and 257 in 2024, while Infosys submitted 87 in 2024; some figures for later years are unavailable. Of the 117,849 certifications recorded last year, Indian IT companies accounted for fewer than 1,400. NASSCOM and TCS have also said applications had already declined, with TCS stating that the suspension would not affect its workforce strategy or customers.
