According to reports citing government sources, the expenditure is accounted for, with around ₹1,800 crore reportedly spent on construction and ₹400 crore on land acquisition. The controversy appears to be separate from alleged irregularities in the manual handling and counting of cash donations. Investigators have previously flagged security lapses and violations of procedures in the donation-counting process, while reports have put the alleged cash theft at around ₹2–3 crore.
